Tri-County ESA Response Planning Resources
This page contains to links to documents created under the Tri-County Endangered Species Act response from 1998 to 2002.

The scientific and planning documents listed/linked here cover Snohomish, King, and Pierce Counties.

These documents were part of the response of governments, businesses, environmental groups, and concerned citizens to the decline of Pacific salmon and trout. Chinook salmon and bull trout in Puget Sound were listed as "threatened" under the federal Endangered Species Act (ESA) in 1999.

A number of these documents identified policies and programs that are being carried out now. Others were intermediate documents that supported the evolving response to the challenge of salmon decline.

Tri-County Model 4(d) Rule Response Proposal (May 2001)
This proposal lists the draft salmon conservation program for the Tri-County area and draft biological review. The proposal addressed in detail the following "early-action responses" for:

• Land management
• Stormwater
• Regional road maintenance

It is broken into the following four sections:

Regional Road Maintenance Endangered Species Act Program
The Regional Road Maintenance ESA Program Guidelines describes physical, structural, and managerial best management practices that reduce road maintenance activities’ impacts on water and habitat. These guidelines are being followed by a number of local governments in the Puget Sound area. This Web site has links to the final version of the guidelines referred to above.

Return of the Kings (March 1999)
This proposal set forth King County's strategies for the long-term conservation and recovery of the Chinook salmon. It constituted a part of the Tri-County ESA response. A summary version also is available.
